Water utilities face an unusually difficult stakeholder environment because many of the assets customers are being asked to fund are invisible until they fail, while water-quality and scarcity issues are immediate and personal. 12

The sector is being asked to renew aging infrastructure, meet evolving treatment and monitoring requirements, manage drought and growth, improve cybersecurity and maintain affordability, often with limited staff and uncertain federal support. 13456

That makes communication part of operational readiness. Customers may interpret a regulatory timeline change as a change in safety, a cyber disruption as contamination or a conservation campaign as unfair if communities continue approving new high-volume demand. 7389

Six issues shaping the outlook

Infrastructure affordability is becoming harder to separate from renewal

AWWA continues to rank infrastructure renewal and financing among the sector's leading concerns. At the same time, proposed reductions in federal revolving-fund support could shift more pressure toward local borrowing, delayed projects or customer rates. Because buried assets are largely invisible, utilities need to connect capital programs to visible service and risk-reduction outcomes. 125

Drought is increasingly an allocation and growth question

More than half of the Lower 48 was in drought in late August 2026, and federal Colorado River operating plans require significant Lower Basin reductions beginning in 2027. In fast-growing regions, the stakeholder question is becoming how existing customers, agriculture, tribes, housing, manufacturing and data centers share a constrained resource. 410

PFAS and lead require unusual message precision

Federal PFAS proposals could extend some compliance timelines while retaining key standards and reconsidering others. That may reduce near-term implementation pressure while making the public explanation more complicated. Lead-service-line programs create a different challenge because customers may receive notices about unknown materials that sound more certain than the underlying data actually are. 791112

Cyber incidents can become water-safety stories before facts are complete

Multistate cyber incidents in 2026 showed how quickly operational-technology exposure can become a public-health concern. Customers do not naturally distinguish between a compromised computer system and compromised water. Utilities need incident protocols that explain what remains operational, what is being verified and whether there is any confirmed effect on water quality. 313

Large industrial water demand will bring disclosure expectations

Congressional research indicates that data centers rely heavily on public water systems for on-site needs. In water-constrained markets, municipal supply agreements can therefore become disputes over drought risk, secrecy and whether residents are subsidizing industrial demand. Clear definitions of withdrawals, consumptive use, reuse and curtailment are increasingly important. 814

Small and rural systems face a capacity problem that can become public-facing

Smaller systems may carry disproportionate compliance, staffing and borrowing burdens. Workforce retirement pressure compounds the challenge. Regionalization or outside support can help operationally but may be interpreted locally as a loss of control unless governance, rates and service expectations are explained clearly. 6

How this sector outlook was built

This outlook draws from the same evidence base used for the ARTÉMIA Utilities Stakeholder Risk Index, narrowed to stakeholder pressures most relevant to water and wastewater utilities.

Methodology

Research covers developments from Sept. 1, 2025 through Sept. 2, 2026, with additional weight given to 2026 developments and issues likely to remain consequential over the next 6–12 months.

The analysis focuses on issues where utility priorities, operating constraints or infrastructure decisions are likely to create meaningful pressure from customers, regulators, policymakers, communities, advocates, commercial users or other stakeholders. It is not a ranking of technical failure probability or financial exposure alone.

Risks were assessed on:

  • Breadth of stakeholder exposure
  • Regulatory and political intensity
  • Public visibility and narrative volatility
  • Potential operational or project-delivery consequence
  • Geographic spread
  • Evidence that pressure is accelerating
  • Likelihood that the issue persists over the next 6–12 months

Direction, confidence & source approach

Increasing indicates strengthening political, regulatory, customer or community pressure. Stable indicates persistent structural exposure without clear recent acceleration. Declining indicates immediate pressure appears to be easing even if the underlying issue remains. Confidence reflects the strength and breadth of the available evidence.

Primary regulatory and government sources were prioritized where available, supplemented by industry organizations, reputable trade and national media and clearly attributed stakeholder or advocacy positions. Major conclusions were not based on a single incident or duplicated coverage of the same event.

Private companies or utilities are generally not named when an adverse incident or controversy is used only to illustrate a broader stakeholder pattern. Regulators, public agencies, regional systems, legislation and public programs are named where necessary to understand the issue.

Research cautions

The analysis distinguishes regulatory or stakeholder uncertainty from confirmed public-health impact. PFAS pressure is changing rather than uniformly increasing as federal timelines and requirements evolve.

Data-center water demand is also highly location-specific, so the defensible conclusion is that disclosure and allocation questions are growing in constrained markets, not that every facility creates the same level of local risk. 891214

Water utilities are being asked to make long-term investments under conditions that are increasingly visible to customers only through bills, restrictions or moments of uncertainty. The strongest stakeholder strategies will make preventive investment tangible, communicate health and compliance issues precisely and explain how scarcity and growth decisions are being balanced before trust is tested by an event.
